Exceptions

Exception	Condition
ArgumentException	parentId is Empty; -or- name is or empty.
NotFoundException	The file does not exist, or optionsSkipRecycled is specified and file is recycled.
NoPrivilegeException	The caller does not have permission to access the file.
InvalidSessionException	The caller context is not associated with a valid session.
